Professional Experience

Scarlett Andrews is the Vice President of Development at T&H Investment Properties. She joined T&H in 2024, bringing a passion for housing and a decade of community and economic development experience, including serving as the Director of the Department of Metropolitan Development and Deputy Mayor of Economic Development for the city of Indianapolis as part of Mayor Joe Hogsett’s administration.

As Deputy Mayor, Scarlett specialized in adapting city-owned real estate and leveraging complex public financing and incentives to meet the dynamic construction costs and interest rates in the real estate market. Under her leadership, the administration managed over $100 million in funding for affordable and permanent supportive housing, including American Rescue Plan Funds (ARPA), HOME, CDBG, Housing Trust Fund and drove a pipeline of over $9 billion in downtown Indianapolis development.

At T&H, Scarlett seeks to build relationships with local and state community development officials and develop creative public-private partnerships for affordable and workforce housing and mixed-use development projects in Indiana and the Midwest.
